Andrey Stepanenko was born in Leningrad, he graduated from the St. Petersburg State University of Economics and Finance.
He is a State Councillor of St. Petersburg of Class II.

Konstantin Raev initiated and ensured the creation of a universal electronic platform of The Auction House of the Russian Federation ETP Lot-online, which for ten years has been one of the leaders of the regulated market of property auctions in Russia.
He is a specialist in the field of regulation and sale of property in the framework of bankruptcy proceedings and proceeding in execution.
Before joining the AHRF JSC, he was deputy General Director of the Property Fund of St. Petersburg, worked for the Ministry of Justice, where he rose from Chief Specialist to deputy Chief Bailiff of St. Petersburg.
He has departmental awards of the Ministry of Justice, is a state adviser of justice of the first class.
Konstantin Raev graduated from the Faculty of Law of St. Petersburg State University, as well as from the Executive MBA of St. Petersburg State University.
